KoBLE, which stands for Kolisen Blong Leftemap Education, is a dedicated organization committed to defending access to good quality public education.
Our aim is to ensure that every Ni-Vanuatu citizen, regardless of their background, has the opportunity to receive a high-quality education. We firmly believe in the power of education to transform lives and communities.
Our Approch
- As advocates, we strive to make the right to education inclusive for all, with a particular focus on empowering women, individuals with disabilities, young people, marginalized communities, ethnic minorities, and children.
- We work tirelessly to break down barriers, whether they are social, economic, or cultural, that hinder access to education.

Our Donors and Partners
KoBLE works closely with the Asia South Pacific Association for Basic and Adult Education (ASPBAE) which provides technical support and capacity building for transformative education and lifelong learning in the Asia South Pacific. KoBLE supports partners for its programs are Global Partnership Program through the Education Out Loud program (EOL).
Education Out Loud is a fund for advocacy and social accountability that supports civil society to be active and influential in shaping education policy to better meet the needs of communities, especially of vulnerable and marginalized populations. By funding adaptive and learning-oriented practices to strengthen transparency, accountability and civic participation in education, Education Out Loud will support institutionally healthy, sustainable, and creative civil society organizations to be able to effectively advocate for education on behalf of the public interest.
The Asia South Pacific Association for Basic and Adult Education (ASPBAE) is a regional network of more than 200 civil society organizations and individuals operating in around 30 countries of the Asia-Pacific. ASPBAE works towards promoting the right to quality education and transformative and liberating lifelong adult education and learning for all. Through its work, ASPBAE lobbies with governments to uphold education as an empowering tool to combat poverty and all forms of exclusion and discrimination, enable active and meaningful participation in governance, and build a culture of peace and international understanding.
ASPBAE’s core strategies are Policy Advocacy, Leadership and Capacity Building, Building Strategic Partnerships, and Institutional Strengthening. ASPBAE works to ensure that the internationally agreed goals, especially Sustainable Development Goal 4 on education, its targets, indicators, and framework of action are translated in robust education sector plans at the country level; the resources required to meet the full agenda are mobilised and judiciously applied; and that the processes and mechanisms for accountability, coordination, capacity building, and monitoring of Education 2030 are set up, with the institutionalised participation of civil society, including representative organisations of learners, teachers/educators, parents, and youth.

Our Members
KoBLE members play a vital role in providing technical support across various platforms to advance our mission. In subcommittee meetings, they offer their expertise, insights, and guidance to facilitate productive discussions and decision-making processes. These meetings serve as a platform for collaborative efforts and strategic planning to enhance the quality of public education. Additionally, during quarterly and/or bi-annual meetings, KoBLE members actively engage with stakeholders, sharing valuable knowledge and exchanging innovative ideas to address educational challenges effectively.
Our organization is committed to capacity-building and empowering individuals within the education sector. Through training sessions and workshops, KoBLE members impart their knowledge and skills, equipping educators, administrators, and policymakers with the necessary tools to improve the quality of education. Research also forms a crucial part of our work, as KoBLE members conduct rigorous studies to gain valuable insights into educational practices, policies, and their impact. This research serves as a foundation for evidence-based advocacy and informs the development of effective strategies.
